Not so much a change of heart as much as a new management plan. Mages are dangerous, and must be controlled, contained or observed. That has not changed. What has changed is my method of dealing with the outbreaks.

How exactly does it work?
Essentially? Under Meredith, the penalties for crimes were extreme.The Circle at the Gallows has changed since her death but the effect is still the same. A mage steps out of line, and with the remembered threat of tranquility, murder or in one memorable case, Meredith hunting down their family members, they police themselves in order to minimise risk.
This contains problems in of itself. Mages who believe they have control over others are more likely to attempt to reassert that control, just as within any other system. Although it has, by and large, worked so far. I would, however, keep an eye on it.

I miss the way the dawn would creep over the city in the morning, like it was unsure if it was allowed to be there, to exist in a land where mages preyed upon others. It would spill over the buildings, lighting up the dark alleys in the dim hope it could cleanse the ill done to people who did not deserve it.
